Gary Gray, Chairman

Prior to becoming a Board Member in 2002, Gary served on the Supervisory Committee for six years. He is currently the Leased Facilities Administrator at JPL and is also responsible for the development of the Facilities Division Budget. Gary received a Bachelor of Science Degree from California State University, Northridge. He further holds the professional designation of Certified Public Accountant.

Michael Miranda, Vice Chairman

Mike has been a Board member since 1992, and served for 15 years on the Credit Committee. In 1973, he was employed by Caltech and is currently the Division Administrator of Biology. He received both his bachelor's and master's degrees from California State University, Los Angeles.

Richard L. Harris, President/Treasurer

Along with his duties as President/CEO of the Credit Union, he serves on the Board in the capacity of Treasurer. He has been a Credit Union employee and Board member since 1986. He attended California State University, Los Angeles, earning a bachelor's degree in business administration, with an emphasis on finance and economics. He has completed executive development programs at Stanford University Graduate School of Business, Harvard Business School and has been in Credit Union management since 1981. He holds the professional designation of "Certified Compliance Officer", issued by the National Association of Federal Credit Unions.



Dlorah Gonzales, Secretary

Dlorah is currently the Director of Employment and Employee Services at Caltech and oversees employment and hiring functions. She joined CIT in 1970 and has served the Caltech community for 32 years. She received her bachelor's degree from California Polytechnic School Pomona in Human Resources. She is a Board member of various community organizations, including the Athenaeum and the Advisory Board of the Women at Work organization. Dlorah became a CEFCU Board member in 2003.

Ann Bussone, Director

Ann is currently the Associate General Counsel for Caltech. Her areas of practice include trusts and estates, tax, immigration and export control. Ann has been employed in various capacities at JPL and at the Caltech campus since 1988. She served as Caltech's Director of Employee Relations from 1992 to 2000. She received her bachelor's degree from UCLA and her J.D. from Loyola Law School.

Willis Chapman, Director

Willis is currently the Logistics and Technical Information Division Manager at JPL, employed by JPL since 1989. In addition to his daily duties, Willis is a member of JPL's Institutional Management Committee (IMC), and is chair-elect for the Pasadena Chamber of Commerce. He received his bachelor's degree from Chaminade University in Hawaii and has successfully completed NASA MEP and SES Leadership Programs as well as UCLA's Executive Management Program. Willis became a Board member in 2005.

Pamela Koyzis, Director

Pamela KoyzisPam is currently the Executive Director of Audit Services and Institute compliance for Caltech and JPL. She began her employment with Caltech in February, 2001. Pam received her bachelor's degree in Math from Southern Methodist University and her MBA from UCLA. She holds the professional designations of Certified Internal Auditor and Certified Information Systems Auditor. Pam served on the CEFCU Supervisory Committee prior to becoming a Board member.


Richard P. O'Toole, Director

Rich has been a Board member since 1995. In 1975, he was employed by JPL and is currently the Manager, Legislative Affairs Office, with an additional duty of Deputy Chairman of the Strategic Management Committee. He received his bachelor's degree from Brown University and a Ph.D. in economics from the University of California at San Diego.

Stephen L. Proia, Director

Steve is currently the Deputy CFO/Deputy Director for Business Operations at JPL. He joined the Lab in 1979, and spent 5 years in the mid-80's as the Director of Contracts for a defense contractor in the San Diego area. Originally from the Maryland suburbs of Washington, D.C., Steve has an MBA from the University of Maryland. Steve's 25 years of experience encompass all facets of government contracting and purchasing, and he has been directly involved in the negotiations of the last 2 contracts for the operation of JPL.
